Service contracts
The Constitutional Reform and Governance Act 2010 requires Civil Service appointments to be made on
merit on the basis of fair and open competition. The Recruitment Principles published by the Civil Service
Commission specify the circumstances when appointments may be made otherwise.
All permanent appointments within SAAS are on Scottish Government terms and conditions.
The officials covered by this report, with the exception of our Non-Executive Board Members, hold
appointments which are open ended. Early termination, other than for misconduct, would result in the
individual receiving compensation as set out in the Civil Service Compensation Scheme.

Anne Ward, Head of Business Support, was on secondment until 31 December 2013 from the Registers
of Scotland (RoS) and thereafter became a permanent member of SAAS staff. For 2012-13 her salary to
31 January 2013 was met in full by RoS and from 1 February 2013 was met by SAAS. Miriam Craven left
SAAS on 5 January 2014, her full year salary costs for 2013-14 were in the band £40k-£45k. Maureen
Shevas remains with SAAS, however with effect from 5 January 2014, is no longer a member of the Board.
Her full year salary costs were in the band £40k-£45k. These changes have all been reflected in the table
above.
